<Background and Purpose>

Diagnosis and proposed improvements of defense procurement by the Public Procurement Service under recent changes to the procurement environment.

   ◎ Efficient procurement is a core task directly related to military combat readiness and working/welfare conditions of military personnel. The Defense Acquisition Program Administration (DAPA), the Public Procurement Service (PPS) and each of the military service branches are currently performing their respective tasks. 

   ◎ Recently (July 1st, 2020), there has been an expansion of defense procurement through the PPS as it took over much of the work scope performed by the DAPA, such as the procurement of general materiel.

   ◎ This proposal seeks to contribute to the maintenance of military combat power by evaluating the current status of defense procurement via the PPS and by providing recommendations to stabilize the migrated tasks in a timely manner.

<Research Results>

Development plan proposal for efficient defense procurement by the PPS.

   ◎ Standardizing unit price for the PPS-procured items and expanding military logistics procurement via the PPS

      － Reduce unnecessary administrative work by standardizing the different unit prices applied during mid-term planning, budget formulation and procurement planning.

      － Continuously expand procurement items that the PPS specializes in, and reduce items procured at the unit level.

      － Revise the current procurement agency classification criteria for the types and items of military supplies to include partially omitted commercial items.

   ◎ Reinforce collaboration for procurement and implement performance evaluation.

      － Reduce administrative and budgetary burdens on the military side by establishing a procurement accountability system based on the confirmed procurement plans.

      － Prevent confusion during procurement by informing and training the requesting military of the guidelines and procedures of the PPS contract tasks.

      － Establish an efficient PPS procurement management system based on performance indicators (lead time, timely procurement rate)
